Swan adopts 2025-26 budget

Swan residents will see an increase to their rates, with the officer’s report saying rate income is the city’s primary source of revenue.

TO achieve its 2025-26 budget the City of Swan is increasing rates by 3.8 per cent.

After advertising a 4 per cent rate the council at its June 23 meeting adopted a rate equivalent to the CPI plus 1 per cent.

At a special council meeting on July 16 the council adopted its 2025-26 budget, which outlines the infrastructure and services to be delivered and the source of their funding.

According to the officer’s report the city’s 2025-26 annual budget includes total operating income of $264.5 million, operating expenditure of $246.3m and a capital works program of $198.2m.

The officer’s report said rate income (63 per cent) was the primary source of the city’s revenue with operating grant support from commonwealth and state governments making up 5 per cent of operating income.

In accordance with section 6.47 of the Local Government Act 1995 the council grants some rate concessions.

Heritage listed residential properties on the City of Swan register can receive a 50 per cent concession upon application each year, recreational and sporting associations can receive a 75 per cent concession upon application each year, strata titled storage units for commercial/industrial properties receive a 58 per cent concession on commercial-industrial minimum rates, Whiteman Park – privately leased and licensed agreements receive 100 per cent concession and Swan Valley properties that are eligible for the farmland differential rating category can receive a 30 per cent concession upon application each year.
