PUBLIC consultation on North Ellenbrook (West) major amendment 1409-41 closes on Friday, December 13.
Amendment 1409-41 proposes the transfer of about 393ha in North Ellenbrook (West) from rural to urban deferred and parks and recreation reserve for future residential, light industrial and commercial development.
The Western Australian Planning Commission (WAPC) said the amendment was to be processed as a major amendment given the size and scale of the proposal and the establishment of a new urban area was considered a substantial-regional change in the North Ellenbrook-Bullsbrook locality.
In the amendment report the Water Corporation said new water and wastewater headworks would need to be planned and capital funding for major infrastructure assigned through the corporation’s capital investment program (CIP) with major headworks infrastructure not presently funded on the corporation’s five-year CIP.
The report said the various proponents in North Ellenbrook may have the option to individually or collectively fund any water and wastewater headworks infrastructure to suit their timeframes.
According to the report the Water Corporation has adopted conceptual planning to guide wastewater over the longer term.
“An option is for the proponents to extend a large gravity sewer from the Barrambie Way main waste water pump station (WWPS) northwards alongside Drumpellier Drive to a topographical high point to achieve a discharge point around 60m AHD,’’ the report said.
“This main gravity sewer is not funded on the Corporation’s CIP, and it would be efficient to install this sewer in stages as part of the future subdivision and development.”
The most likely source of drinking water is from the Corporation’s Ellenbrook storage tank approximately 4-5km to the west.
“Water infrastructure planning will need to examine how the development can be serviced and to determine the likely route and funding of future water distribution mains.”
The WAPC noted the Water Corporation’s requirements have been included as matters to be addressed prior to the lifting of urban deferment.
