BASSENDEAN council have granted approval for a home salon business they rejected in July after reconsideration.

Cecilia’s House of Hair was given permission to operate following changes made by the owner to meet planning requirements.

Home salon refused by Bassendean council reported the original application was refused as it didn’t meet the definition of a home business.

Bassendean resident Cecilia Bova, who runs Cecilia’s House of Hair, successfully appealed the council’s refusal to the state administrative tribunal following their decision.

The tribunal allowed the business operations to continue while the appeal was underway and invited the town to reconsider the application.

She submitted a revised home business management plan to the council addressing concerns raised by neighbours about her business ahead of the December 16 ordinary meeting.

Following the approval, the business may operate for a 12-month trial period on Monday to Saturday from 8am to 5pm, excluding public holidays, with a maximum of two clients at a time and no more than 10 clients per day.

No additional staff are permitted, and customers must park in front of the property to avoid impacting neighbours.

The business operated from a van and its sliding door were required to face away from neighbouring properties to minimise noise.

A minimum of 14 minutes was also to be scheduled between appointments to minimise impacts.

After the trial, the Bassendean council will review compliance with conditions designed to protect neighbourhood amenity.

Ms Bova said although the initial rejection put her in a very difficult situation, she was very grateful for the most recent outcome.

“I have a mixture of clients, men, female, young and old and I just wanted the option to be able to work from home,” she said.

“I just want to be able to make it affordable when I am doing haircuts for the elderly and, you know, that’s all.

“I’m just very grateful that I’ve got the approval.”
