Swan councillors raise issues with Brabham’s structure plan

Swan councillors have raised a number of issues with the Brabham 3 structure plan, which they say limit its effectiveness for orderly and proper planning.

SWAN councillors want the proponent of the proposed Brabham 3 structure plan to deal with a number of issues including providing a revised traffic impact assessment based upon a scenario where Henley Brook Avenue is not extended southwards beyond a juncture with Youle-Dean Road.

A successful motion put forward by Swan Valley Gidgegannup councillor Rod Henderson said the structure plan failed to encompass the land to the immediate west that adjoined Drumpellier Drive, failed to articulate the detail of connections to the new Whiteman train station and so limited the plan as an effective instrument for orderly and proper planning.

His motion also noted the submissions made to the city particularly those submissions opposing the local structure plan on the grounds of adverse environmental impact from vegetation clearing, the elimination of an ecological link and adverse impact of traffic.

It also noted that the proposal had been designed on the assumption of the extension of Henley Brook Avenue through to Reid Highway with Youle-Dean Road providing a road connection between Drumpellier Drive, and an extended Henley Brook Avenue and noted the council had not to date made any resolution to program the extension of Henley Brook Avenue south of Park Street.

The councillors also resolved to note that the proposed structure plan be modified where required to facilitate a scenario where Henley Brook Avenue was not extended southwards beyond a juncture with Youle-Dean Road.

The proposed structure plan is for land situated south of Youle-Dean Road, east of Drumpellier Drive, which is surrounded to the south and east by Bush Forever site 200 and the metropolitan region scheme (MRS) alignment of the proposed Henley Brook Avenue extension.

The land is close to the new Whiteman Station under construction to the west of the site as part of the Morley-Ellenbrook train line.

The Western Australian Planning Commission is the decision maker on the structure plan but the City of Swan gets to make a recommendation about the proposal.

Submitted by CLE Town Planning and Design on behalf of Peet Brabham in partnership with the Housing Authority, the owners of Lot 822 Youle-Dean Road, the proposed structure plan covers an area of 99.87ha of which about 43ha is indicated for residential purposes estimated to deliver 1500 dwellings and a population of about 4200 people.

About 17ha of public open space is proposed along with a primary school site of 4ha and a high school site of 8ha.

According to an officer’s report when the proposal was advertised 66 public submissions were received, including 53 objections.

“These objections relate to environmental concerns with loss of native bushland, wetlands and adverse impact on wildlife, loss of amenity and adverse impact of traffic on existing roads within surrounding rural localities,’’ the officer’s report said.
